There are many autonomous institutes which conduct institute specific entrances and I do not see any harm in having a selection procedure for admissions.

Those B-Schools which follow the norms of AICTE and UGC will have no problem. The schools which are faking false track record , giving admissions to students and leaving them to find their own ways and means of earning will definitely are going to have tough time.

Well as per your rank suggests, you might not get a very decent college for B.Tech. in Delhi. But if you can just adjust a bit to nearby NCR areas viz. Gurgaon/Noida/Sonepat then there will be better options for you as they come under Haryana/UPTU counselling and the cut-offs therein are very low compared to Delhi's colleges.
Also as of now connectivity with these NCR areas being very good with Metros, etc. So you shouldn't face much problems in daily up-downs to Delhi either.
Saying all this because I will not recommend BCA as a good option until or unless it's the last option you're left with. As after this you will have to go for 3

As far as my knowledge goes NIIT University is only providing the Distance learning programmes in collaboration with IIMs which is only for those working professionals who have good amount of work experience but can not go for full time programme and as you have got decent percentile in MAT I would suggest you to explore the other options. As per your ranks you might not be eligible for the Central Counselling conducted by CBSE.
But then you should rely on some decent state colleges, and for this you need to tell your state name first.
Also there are some universities like Lovely Professional Univ /Amity Univ/ Bhartiya VidyaPeeth Univ, etc. which intake irrespective of state quota, so you need to apply for them separately if you wish to get admitted therein. Otherwise better you do your state's engineering counselling and choose a decent college.

Hi, The fee depends on the Branch you are choosing,the time (before counselling or after counselling for qualified candidates) and the percentage and Extra curricular activities which you have participated in.
