You won't be able to get admission into NIT Hamirpur because your rank is too high. 5th and 6th round cutoffs will not be high enough for you to get a seat. Highest the cutoffs will go is maybe 60-65000, but not higher than that.

If you are wanting to do through correspondence course then the city does not exactly matter. The only thing you need to know is that if it has a learning centre there. So I suggest Sikkim-Manipal university for MBA through distance education.
