First of all Mumbai University is always the best than other universities in Maharashtra in case of reputation for almost all courses. Second thing college preference depends on your priorities (like package, teaching, crowd, distance, etc.). Though few colleges according to preference are listed
1)Sathey College
2)Mithibai Chauhan Arts College. You may prefer these colleges from Pune for B.A. Psychology:
1) Fergusson College
2)SNDT Pune
3) Symboisis Pune.

If you to go for Certificate Course, then it charges at most Rs 10,000 but it also depends upon the application which you want to learn.
If you want to go for diploma course, then it charges atmost 40,000 in which you become a master in this field. Now it depends upon your creativity and thinking skill by which you can rise and do something better.

As per my opinion, JoSAA does not ask for any income certificate. It is the institute in which seat is allotted to you would ask for the income certificate and that you have to present at the time of registration along with other documents asked by the institutes.
