For chemical engineering, I will suggest you to be good in chemistry and physics. So in class 12, understand the concept of physics and maths very well. After class 12 try to give all the entrance test for engineering like JEE Mains and then Advanced, WBJEE, VITEE, SRM, BITSAT, etc.

You can. Even I got admission after the cutoff ended and I know few people who got admission in Hindu and Hansraj college at a % of 57 and 62 in Science subject. If your 12th marks reside till 6th or 7th cutoff which is normally happens and if you are fulfilling all the criteria you can get admission. Hope this helps u.
