I have already answered your question in the other question posted by you. Admission is not based on your percentage only. Like i have mentioned, your GRE score restricts you from applying to the very good universities which includes Ohio State University. I would highly recommend retaking the GRE if you are targeting universities like these.

In germany almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees. However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged.
