You would not even get average universities with this GRE and TOEFL scores. Both your score are below the benchmark. In TOEFL, atleast 90+ is required by universities. Also, average to good universities require atleast 1100+ score in the GRE(Even if there is no minimum requirment).
I would highly recommend you to retake both the TOEFL and GRE considering the fact that you have a relatively good CGPA as well as you looking for low cost universities.

It is very difficult for you to pursue yout studies in US without taking the IELTS and TOEFL. It is only possible when the university grants you a waiver on the basis of your transcripts and degree wherein you have to prove to the university that you are from an english speaking environment and have pursued your education in English-medium. However, chances of getting a waiver are very less. Infact, even if you manage to get a waiver, you would not be able to get a visa without taking the TOEFL or the IELTS. It is best recommended that you take the test.
