Hi Vishal,
Well if you are planning to pursue Bachelors from Germany, I would say that it is not a good idea as for Bachelors program, you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
But as you have asked, I would like to say that as mentioned above, there few institutes offering Bachelors in Automobile in Germany. However, there are few universities that are offering a course related to Automobile engineering and allied are:

Hi Krishna,
Germany is a country known for its Technical advancements, so an MS in Mechanical from Germany will surely be a nice step!
There are usually two intakes Sep/Oct and MArch/April. The application and admission process takes about 9 months so you need to plan accordingly. The deadline for Sep/Oct intake is in Jan and for March /April intake is in July.
Hence, you will need to make an early application.
Also, education in Germany is govt. sponsored, there is a possibility that you might have to give a minimal fee ranging between 140-500 euros.

Hi Dipesh, to help you I would say that as per migration norms of Delhi University you need to contact the university officials before September/October in the very First year. It is a bit tedious task. As you are in second year migrating from one college to another might be tough.
