Hi Yash,
To apply to any of the good Engineering College you need to appear for an entrance examination, so with your percentage you definitely can sit for these entrances but as far a getting admission is concerned that would depend on your rank you get in the Entrance and your merit which will include your academics. If you are able to get a high rank then in all the probability you would be able to get into a good engineering college

Although, it is better to do PUC and then go for a full time degree programme but I would suggest you to discuss with your parents first and try and get their clear view point as to why they want you to go for Diploma programme.
