Your graduation percentage does not matter while applying for government competitive exams. Most of the government exams eligibility criteria is graduation from a recognised university. There might be some specific government post/examination where specific percentage might be asked like officer rank positions in coast guard, etc. Otherwise, with your marks, you can easily sit for CDS, CAPF, Civil services, SBI bank PO, IBPS and many other examinations.

Every university and country has different admission requirements. Some countries like the USA require applicants to take the GRE while some do not. International students must also take the IELTS or TOEFL to meet English language requirements. You have to be sure of the country where you want to go and then you have to check the requirements.

You can go for professional courses like CA, ICWA, CS or CMA. They give you great careers. But for studying such courses, you need to be more hard woking and have lot of patience.
Otherwise do an MBA in a reputed college and get placed.
Or prepare for the bank jobs. They also have good opportunities.
At last, you can do M.Com in a good university.

Can you please specify which degree you want to pursue. The questions seem to be incomplete since you have not mentioned that you are talking about M.Tech/M.A. /MBA. In case, you are talking general, then it will depend on which course you are targeting and you would be asked by the interview board for the gap years and reason behind it.
