In general graduation degree with good grades , TOEFL/ IELTS /GMAT (MBA) is required in order to take admission in University of Cambridge .

See RPET has some decent colleges like IET Alwar and some govt. colleges like Kota engineering college and jodhpur engineering college.
But in terms of placements engineering colleges in haryana outclass them completely.
Do let me know the rank u got in haryana/RPET repectively so i can point out the best option for u.

The First step would be to contact the college you were doing your graduation from and check if you can sit for those two exams, Generally there is a time limit in which you have to complete your PUC. if it is not possible through your college then you can check with Open Schools like NIOS from where you can complete your inter. for information check the link below:
