For IT officer, you need a very good rank. Target minimum 160 in tier 1 exam. And 340+ in tier 2. Total should be above 500 after tier 2 for good chances of selection in General category.

Actually, Mechatronics is bit tough than Electronics, because Mechatronics is an interdisciplinary branch which comprises of mechanical, electronics and computer Science in order to improve the functionality of system. But, in modern engineering era, I will personally like to suggest you to go for mechatronics rather than Electronics branch, because engineering is all about exploring new fields and in this mechatronics field, in future there will be plenty of opportunities.

B.Sc Regular is the normal way of getting the degree i.e by attending the lectures in the college and B.Sc in distance is through the online university and videos. Regular is more preferred over distance.

There are many universities and college that offer these courses such as Panjab University, Delhi University, JNU etc. You need to go to their official website and find their eligibility criteria and dates of admission process.
