The average TOEFL score is around 93 IBT and in GRE 1050 is ideally accepted in MS programs in Europe however let me know in which program you are interested will help you with the exact details.

In order to pursue MS in chemical engineering in Canada, you have to take the GRE and IELTS. If you want to make it to a good university, you should have atleast 70% and above in your undergrad, score 1200+ in the GRE and atleast 6.5 band score in the IELTS. Some of the universities in Canada offering masters in chemical engineering are:
1) University of Waterloo
2) University of Alberta
3) University of Western Ontario
4) University of British Columbia
5) Mcgill University

If you are interested in Bachelors in Mechanical Engineering form germany then you will get admission on the basis of 12th result so that is countable apart from this you need to give TOEFL if program is in english otherwise Test DaF is required to prove your german language proficiency .
