Hi,
Yes it is mandatory to have 16 years of education (10+2+4) for pursuing masters degree from universities in US.
Since you have 15 years of education (10+2+3) so in that case UK and Australia would be the best study destination for you as both these countries accepts 15 years of education for admission in their masters program.
In order to pursue masters degree from universities in UK and Australia, you need to have relevant undergraduate degree from recognized university with good academic record, preferably 60%-70% plus in graduation, plus you need to take IELTS or TOEFL test to prove your english language proficiency.
