Yes, you can , there is no age to education . I did my MBA after a gap of 4 years and now doing my Phd. after a gap of 15 years .
Education is only thing in world where age is not the criteria .

General Science is a common subject in all Civil Services Exam. If your goal is to be an IES Officer then the soon you begin preparations the better. Read Newspaper every day and study GS everyday too. Make a schedule and divide the IES exams syllabus according to that schedule. Also solve old and sample papers at weekend and test yourself.
