And if you want to change your field, so why you want to take admission in corespondence?
Because if you change your field into civil so this side will totally new for you, because you came from different field and in this field you required onside experience then only BTech will help you for further career in civil.
There is so many colleges who is provide civil engg course by UGC & DEC, but you will get only certificate not practical, so i suggest you that go for the regular college instead of correspondence.

Although, Welingkar is one of the good Institutes for an MBA program but as there is no neutral ranking or public rating for distance learning programs all the programs are equally placed. However, I would suggest you to look at various factors before enrolling for an Institute like course curriculum, study material, infrastructure, whether the institute provides contact classes or not and how many contact classes do they provide and the most important thing which should not forget is recognition of the University (UGC/AICTE/DEC)
