It does not matter if your degree is a 3 year degree or a 4 year degree. You are eligible to give the GMAT and GRE.
You are not eligible to apply in most US and Canadian Universities as they have a 4 year degree requirement.
You can apply to universities in UK and Australia.

Even though 43 marks are less in mathematics, you surely are eligible to apply. Regarding concerns about your maths marks, it is best to mail the admissions department of the university inquiring from them about your eligibility.
It take approx. 3-6 weeks(sometimes more) for the university to process your application. Make sure you send all the supporting documents well in time so that the application is not delayed by any means.

The fee depends upon institute to institute. Usually government institutes like IIMC, Jamia etc are more economical than private institutes. so, the fee depends on the institute in which you are planning to take the admission.

The test you would have to take in order to get admission in these universities are the GRE and the IELTS. The fees depends from university to university but you should keep an estimate of 40,000 CAD per year for Tuition+Living expenses.
