It's very nice to know that you want to join CBI. It's one of the best organisation involved in detection of crime in India, but this is made up of basically Police officers from IPS cadre which are brought on deputation to this organisation and then repatriated to their parent Organisation in many cases. So if you want to join CBI you need to join actually IPS that is you will have to clear civil services examination and then select IPS. In addition, CBI takes help of a specialist in different fields if you pursue your computer Science along with criminology and become expert in cyber crimes, then you can offer your services to CBI whenever required on a need basis. But joining CBI is basically joining IPS.

In order to join the CBI or other investing departments, first, you have to complete your graduation in any discipline then you have to participate in the combined graduate level exam (CGLE) conducted by Staff Selection Commission (SSC). The eligibility criteria for participating in CGLE are given under:
1. The candidate should possess Bachelor's degree in any discipline with at least 55% marks from a recognized board.
2. The candidate age limit should be in between 20 years to 30 years for open category. Upper age limit is relaxed for OBC candidate by 3 years and 5 years for SC/ST candidates.
A further selection of candidates is based on their performance in Written test, Skill test, Group Discussion, and Interview.

You can pursue career in law after B.Com. The general requirement for pursuing LLB is that you have to first get 50% in graduation degree and you might have to clear some entrance test with it. These universities provide extensive learning programs and exposure to the students. It is very heartening to know your desire for doing Diploma in civil engineering. You are working abroad and you are seeking to do Diploma in civil engineering in distance mode from KSOU. Is that right? Now KSOU is an authorised agency or university department and hence any certificate awarded by this institution is valid across India and abroad anywhere for all purposes, but perhaps while doing this you will need to come to India appear for the exam as I think even now the exams are not conducted online. There is one more method by which you can be an engineer, that is by obtaining associateship of the concerned institution like Institution of Engineers or institution of Civil Engineers. You can appear for their exams and that is treated as equivalent to graduation. But in all these cases, presently at least, exam centres are not abroad and you need to come to India to appear for the exam, but perhaps this is a very small price to pay for obtaining degree certificate or Diploma certificate.
