In Germany Almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees. However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged which is very nominal(approx 500 Euro) . As far as expenses are concern You will require around 650 euro approx INR 35,000-40,000 per month,This amount covers housing ,food ,clothing ,study material and other expenses such as health insurance and leisure activities.
Also expenses are something which depend upon the individual and the living standard of the person and vary accordingly .

Advertising and PR is a very good course and has a lot of demand in the corporate world. Advertising field requires a lot of creativity and innovation. In advertising one has to do a lot of research in order to study the demand of the product in the market, then you need to design the advertisement according to the target consumers depending upon the age group, gender etc. Thus making the advertisement field more interesting and challenging. Now for PR i would say that it requires more of personality and communication skills, one needs to get his or her work done.
