As per the basic guidelines, Bachelor degree is awarded in minimum 3 years and maximum depends upon the course structure and requirement. For example duration of B.tech is 4 years minimum.
And if the person has skipped an year in his 3 year graduate degree and completed in 4 years then he should have the valid reason for the same with appropriate documentation which may required for further studies or job application.

(a) Bachelor's Degree with 50% marks in aggregate in the 10+2+3 or 11+2+2 pattern, or with a minimum of 55% marks in aggregate in the 10+2+2 or 11+3 pattern
(b) Having studied at least two subjects at the bachelor’s degree level, to be later taken as school teaching subjects
I am afraid that you might not be able to qualify for the Bachelor of Education course. It would depend on whether you belong to reserve category or not. Your percentage is short for General candidates to apply for B.Ed however SC/ST candidate can easily apply for B.Ed course.
