CDS is conducted by the UPSC and yes the minimum eligibility is graduate degree and as per the link provided, the institute IACM offers a B.Sc degree through DLP and is affiliated to Annamalai University.
By this information, you are definitely eligible for the CDS exam.

Hi Paridhi, it is always better to choose a better ranked University. To sort out your confusion you can look at world University rankings. And go for the one that ranks higher. Am sure you will find Manchester's name above Illinois State University's. The higher the ranking of University the better chances you will have of finding a job in the market. The ranking of the Unviersity will not only help you in finding your first job easily but also in gaining admission for higher studies later on and also for future job switches that you make. Hi Mingkim, in my opinion New Zealand will be a better option for you. But the problem is going for a UG degree in any country will prove to be very expensive. Take for instance Nz. Engineering will be a 4 yrs course; per annum expenses will be 8 lacs so you will end up spending 32 lacs. Even if you do it from UK where UG is for 3 yrs you will incur about 36 lacs (12 lacs per annum). Hence its better to do UG from India and for MAsters you can go abroad. The course duration for masters is 1-1.25-1.5-2 yrs all over the world. This way you will save money also.
