Journalism as a career is very challenging and requires a lot of hard work and patience.To become a good journalist you need to have a good command over Hindi, English or your regional language. Apart from good English you also have to be a good listener and an interpreter. Now as for your science background, you can use it by simply researching on informations related to Science and Technology, IT, Statistics and other technical aspects.

I really do not see if there is any eligibility criteria except being a graduate from a recognized University to pursue M.A. in Psychology from IGNOU, so if you are highly interested for this course then you can opt to apply for admission to IGNOU program because IGNOU is one the most renowned and reputed Open Universities in the country.

As Shiksha is an Education portal which gives guidance to the students for their Education related options we would not be able t help you much with your Government Job related query. However, things which you need to keep in mind if you want to go for Government Job are that, most of the government jobs would require you to appear for an Entrance test and apart from this the degree you have should be from a UGC/AICTE recognized University/Institute. Sectors which you may target for government jobs are banking, teaching, clerical jobs etc.
