Although It should be your personal decision to repeat or not but If your HSC (Higher Secondary Certificate) exam score from Mumbai University was 42% and you feel that you might do better, you could think about taking the test again. I am sorry to say but JAC Delhi counseling doesn't offer B.Arch courses.
It only offer B.Tech courses and, give admission to JEE Mains paper 1 qualified students.

If you do B.Tech in ICT with minor in CS from DAIICT, there are many possibilities to pursue M.Tech from US in many core subjects, remember that CS here means computational science, it has much higher scope than any normal computer science degree.

There are very few chances to get seat of chemical on basis of your marks. And it is impossible if your category is general/OBC. Though you can get into production department of K.K. Wagh Institute of Engineering Education and Research but I will suggest you to go for other better options. Hope this will help you.

You are allowed to appear for JEE Advanced the same times as JEE Mains, so you can appear at max. for 3 times. If your score is above the cut-off for JEE Advanced, you will surely be allowed to appear for the exam. And, approx cut-off is around 100-120 marks maximum.
