If you have any other choice, and you really want to become an engineer, so I suggests you go for the other one, but if you don't then HNB is also a good institutions for engineering. It gives you a tag of A Central University and you can complete your engineering in nominal fees as compare to the other institutions. But, faculty is really well and are having friendly atmosphere you don't feel any extra pressure by them they understand the problems, but the problem is in the students. In the first round of counselling, it would be difficult for you to get the Textile Technology and Textile Engineering. But in the 3rd round of counselling, you will be able to get that and yes, if you won't get any of the two, then take admission for Textile Chemistry, as at last round of the counselling, you would be able to get these 2 branches with the help of the faculty there.

Giving CET for lateral admission is not mandatory. It in fact is decided by the state concerned. Many state Govt's have decided to base lateral admission on marks obtained in diploma exam. Hence I would like to advise you to check this on the website of DTE of your state.
