CAT is a national entrance exam conducted by IIMs for its selection process and the score of this entrance is used by all the Tier I and Tier II colleges in India for selecting candidates. MAT is also a National entrance exam for MBA, but it is being used by Tier III and Tier IV colleges. Generally, top colleges won't prefer MAT as the level of difficulty is low.

No, candidates do not nee to pay a separate counselling fee for every round. They only need to pay the fee once, during registration in the first round counselling of Uttarakhand BTech admission.

NEET exam is for medical studies. It is mainly for MBBS & BDS. But if a state wants to fill the seat of BHMS, BAMS and BUMS can be filled on the merit of NEET. Agriculture & Biotechnology comes under separate exam. Many universities fill the seat of agriculture science by conducting the exam or on the bases of class 12th percentage, you can do B.Sc from agriculture. It is a graduate degree. You can take admission in B.Tech in Biotechnology. It is not necessary to qualify NEET for agriculture courses.

Till now I think IIIT DHARWAD is best as it's construction started for own campus and Sudha Murty is also present in Board of Governors. Pune comes after that, then Sri City, Nagpur,Kottayam and at last Kurnool.
