If you want to do MS from Germany then you depending upon the program you have to give exams since in your last question you have mentioned that you are Btech in Computer science so if you go for MS in the same field then you have to give GRE and TOEFL test and these are the universities where you can try :-RWTH Aachen University , Chemnitz University of Technology , Freiberg University of Mining and Technology , University of Giessen , Hamburg University of Applied Sciences , University of Konstanz , Munich University of Technology , University of Berlin.

Eligibility criteria is basically depend upon the course which you want to do , since you have not mentioned which course you want to pursue. So im giving you the basic idea like for UG course 10+2 is required in the relevant subject similarly for PG / MS programs a good bachelors degree along with GRE/GMAT score (if applicable) .
