In order to pursue Phd, from universities abroad, you need to first of all make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.
It may take three to six years to complete your PHD, depending on the field you select and your mentor.
The general eligibility criteria for PHD students are as follows:
In majority of the institutes, Master's Degree is an essential pre-requisite for a Ph.D.
It is important that you have good scores in common entrance tests such as GRE and English Language examinations like TOEFL.
Internships or other work experience will add to your qualifications
Ph.D. course work essentially includes research and documentation work. This requires large amounts of money. In addition to this, you have to consider living expenses for the entire duration of the course.

Hi, Knowledge of one or more foreign languages can be useful in a wide range of careers. For some jobs, such as translating, interpreting and language teaching, language skills are one of the main requirements. For other jobs a combination of languages and other qualifications, knowledge or skills may be needed. For example, people with languages plus IT, law, finance or sales skills are much sought-after.
As for selection of language, I would say that you may take up either of them provided you possess keen interest and passion for the same. Go for the language that most appeals you because most of them lead to same career paths of teacher, translator, interpreter, content writer, etc. And you can opt for Diploma as that is definitely more preferable.
As far as MBA is concerned, it can provide you with management skills and business expertise that open new career opportunities. An MBA program will also launch you into the much higher pay range that upper level managers and executives enjoy. IPS exam is conducted by UPSC. There are some criteria you have to follow for appearing in IPS exam.
Those candidate have completed graduation in any discipline from recognized university are eligible for IPS exam.
But your age should be in between 21-30years for general candidate.
In IPS exam their is provide age relaxation for OBC candiadte is 3years and for SC/ST candiadte is 5 years.
The maximum attempts for Sc/ST candiadte is Unlimited. For OBC candidate it is 7 years and for general candidate it will be 5 years.
Also you must be citizen of India.
The IPS selection process is consist in three way
1)Preliminary exam
2)Main exam
3)Interview.

Nice to hear that u r looking for the Security line. For Security u must be having sound knowledge of LAN & Wan and for setting up of LAN and WAN u must have sound knowledge of Operating System. If u choose Linux platform for ur career then it would have been the ultimate cos most of the servers are running on Linux now a days. So better u go with RHCE and RHCSS for the Security Specialist.

Job placements are very good in both cases provided you take the certification from a good college or you can even join a fashion/interior designer or designing house and begin with doing the menial work.You can go for any of the above two but make sure that go for the one for which you possess keen interest and passion as both are equally well paying sectors.
