GATE STIPEND:
This stipend is given to after you have passed out of the course.
Under teaching assistant ship:
BITS stipend or fee waiver or both as BITS stipend & fee waiver.
Under both conditions, you have to give extra hours in teaching assistantship and you are not eligible for GATE stipend.
So, answer to your question is yes, in case you do not opt for both the options in teaching assistantship.

Yes, definitely you can take admission in law.
But as you said, you will be completing your graduation so it would be better if you will go for 3-years LLB instead of 5-years.
3-years LLB is for those who have completed their graduation.
5-years LLB is for those who have completed their higher secondary board examinations.
If you will appear for 3-years LLB your 2-years will be saved.
Or else 5-years LLB will consume full 5-years & criteria is just class 12th marksheet and your graduation is of no use in this case.
Jogesh Chandra Chaudhury College does not offer 3-years LLB course.
They offer only
5-years BA LLB &
5-years BA LLB (H)

Admission for M.Tech 2018 in Jadavpur University is done through counselling based on the rank obtained in GATE. The minimum eligibility to apply for this course is that a candidate should have secured a minimum of 60% in graduation.

Hi, I won't term it as easy, but yes, a lot of options are available right from waiting tables to office assistant jobs. You can check some job portals for some knowledge on what kind of student part-time jobs are available. If you are applying to some college or university there ask them the part-time job opportunities they have and salaries. Some on-campus jobs may not be the paid ones.
