MS would require some work experience and the admission is competitive too. Since you mentioned college option, you should try looking at the PG program Engineering Business and Safety Management which is available at Confederation College with limited seats.

You should keep your options open and apply to universities in both the countries. Take IELTS/SAT and learn german language too. Target Fall 2017 intake. Based on your scores, you can decide which university fits best in your criteria.

Hello dear, u may opt for bba/bcom after hsc. you are eligible to do any kind of mba once u graduate. So it is not an issue. Coming to the stream selection, since u r frm commerce background, it will be best if u go with mba(finance). It will enhance your career. For aviation management there is not too many number of good colleges. UPES is a decent choice in aviation stream. Regarding hospital administration it can b said that it is best fr the student with mbbs, applied bioscience background. Hope u understand. All the best. Thank you.
