Since you have 15 years of education so in this case UK would be the best study destination for you, because universities in US requires 16 years of education for masters program.
You can pursue courses like MSC in computer science, computer engineering, software engineering, information systems. The masters course in UK is for 1 year duration.
In order to pursue Masters in UK yo need to have:
Good academic background throughout preferably 60%.
Relevant undergraduate degree from recognized university.
IELTS score of 6-7 bands plus.
Average fees at UK universities is around 15,000 pounds per-year.

Hi Madhu,
To get into Aeronautics you either need to have a Mechanical or Electronics at your Bachelor's level with a B.Sc & Masters in Computers you probably will not be able to enter Aeronautics, so you should stick to your own field and start searching for jobs in the same as you have sufficient qualification to start your career.

UPSC exam can be written in any two subjects of choice (in the main part), from the several options available and opting for the subject can be irrespective to the fact for if you have pursued the same earlier or not; but then it is always advised that one should opt for a familiar subject as the base is strong and one can grasp the concept and topics better; increasing the scope of scoring higher.
As you have mentioned that you have studied subjects like Botany, Zoology, Chemistry and Education, hence it will be fruitful for you to opt for the subjects among these only depending on your preference and also the capabilities.
