well first thing that will be of utmost importance all over your career is 12th marks, but at the same time a gap in education is bad thing. if you could handle both at a time, i would suggest you to prepare alongwith 12th. else go for 1 year coaching prep after 12th(not more than 1 years).

definately IELTS.as even if you go ahed and got the admission on the basis of your TOEFL.you still will be required to give IELTS as it is the visa requirement.so I suggest go in for IELTS.
