Government job do not meet top rated institute. Government job is purely depend on the performance in the competitive exam like Indian engineering services or state engineering services. I do not think one should spent so much money on US education if focus is a government job. You should focus on IITs, NITs, JNTU, Anna University, VJTI, CoEP, Pune etc

You can do B.tech without entrance, but all the good (govt./pvt. ) college asks for the entrance details & score card without that no govt./ good pvt. college will entertain you. So you can only get chance in pvt. college but you have to compromise with the many things ex.- infrastructure, placement, faculties, other facilities etc.

Both things are good.But as u said u r fresher and also from electronics field then opt JAVA because its easy to learn for fresher and for linux device driver u need very deep knowledge.
So opt for java if u can.

Yes but it is depend on ur practice,clear basics and concentration.If u choose for coaching then don't get frustrated bcoz u have to labour hard for success.This may take a few years depending on ur basics and performance.So don't be panic and focus to achieve what u want. Best of luck.
