As far as GMAT is concerned you can appear for GMAT any time as it is conducted all through the year, moreover even if you start prparing GMAT after your Engineering you can do it as it would take you two to three months for GMAT. I would like to add here that if after appearing in GMAT you are planning to go abroad then in that case you need to earn atleast 3-5 Years of work experience before you apply.
Coming to CAT, yes this is the pretty right time to start preparation, as CAT is one of the toughest Management Extrance advisable would be that you opt for coaching. However if you are planning for self study: For quantitative ability & logical reasoning section you should start going through the NCERT Books of class 9-12. Also consult books by Arun Sharma.
For Verbal ability I would say, you can purchase Wren and Marten & a good dictionary would to start your preparations. You should study good intermediate level text books on different subjects which will help you in Passage section of verbal ability. Read News paper regularly especially Editorial section of the newspaper, also read magazines and other books available to increase your vocabulary. Apart from this you can consult books by Arun Sharma & Meenakshi Upadhyay.

Hi Akshay, Singapore Institute of Management offers a Executive Master of Technology Entrepreneurship. Applicants are expected to have good UG degree and 2 yrs work ex to be eligible to apply for the course.
There are not many options available in the subject in Singapore. But you can get lots of options and universities in the UK.
The course is suitable for people who would like to manage a business. Hence, a degree from a highly reputed university would be advisable so that the job opportunities are good after the course.
