TOEFL- If you are proficient in English, then you should not spend more than a total of 15 hrs. Just solve few sample tests. Same goes for IELTS. If you are moderately proficient, spend 2 hours every day for 3 weeks.
For SAT and ACT: It depends on your proficiency and your target score. If you are aiming for the top 10 percentile and also are quite proficient already, then spend 3 hours for 2 weeks solving papers and revision. If you have just started preparing, then spend 2 hours for 3 months to gain good understanding of the test pattern and to do well.

I would say that you will get the opportunities of placement, if you pursue B.A. Journalism Honors from Christ University, Bangalore. 60% is alright but for some countries such as Canada or Germany, etc. it will be difficult. Also to be eligible you must take the IELTS or TOEFL. I don't think that on the basis of class 12th only you will get admission in PG. You need to have an undergraduate degree too.

Yes, of course. But, IELTS is not a very important component of an application. There are many more factors which will determine whether you get accepted into a good University or not, like SoP, Letter of recommendation, your undergraduate results, CV, etc.
