Yes you can certainly write the UPSC exams but for that the minimum education required is a Graduate degree from a recognized University. To know more about the Civil Services exam, you may go through the following link:

So, as of now you should concentrate on your 12th and post which pursue a bachelors degree from a good institute/ University and based on which you may then apply for the UPSC exams.
