First of all transfer system is not very common in Indian Universities, moreover as, you are planning to get a transfer from Distance education to regular it becomes more difficult, In case you take a transfer from regular to Distance programme there is still a possibility but from Distance education to Regular the chances are very thin.
However, I would suggest you to get the most appropriate information you should contact the University itself.

Is your degree a 3 year degree or a 4 year degree?
It is highly recommended that you retake the GRE as you will not get any university with 880 score. There would be a few universities where you can try with this score but those universities will not be ranked, will not offer good placements and won't have a strong brand name. You need to score above 1100 atleast if you want admission in a decent university.

Although, you can go for jobs in railways but it would depend on your qualification that which department you join.
