This is my personal opinion about both the courses and at the end, I am not going to declare any course to be better than the other.
CCNA takes you deep into the networking field by making you understand networking, communication, comm. Security as well as making you understand how big companies have huge communication infrastructure and how do they manage them. MCSA makes you understand how everything works in things connected to technology like, how does an OS work, troubleshooting it, communication between different hardware equipment, managing them, etc? Here the main difference between CCNA and MCSA is that CCNA focuses only on INTERNETWORKING and COMMUNICATION, whereas MCSA puts a little bit light on all other factors than internetworking and communication.
A person interested in communication and internetworking can get a CCNA Certification.
A person interested in general maintenance of technology, as well as a little bit of networking can get a MCSA Certification.
Still not clear, than let me be precise:-
SYSTEM ADMIN MCSA (here it has been taken for granted that the systems are Microsoft products, as LINUX Products need you to be RHEL Certified)
NETWORK ADMIN CCNA (though you will be taught about CISCO Exclusive products, the acquired knowledge can be easily used to administer other company's networking products).

Rajasthan University MCA Syllabus & Exam Pattern:
Eligibility:
The Candidates must possess (10+2) at School level with Mathematics and Graduation (3 years duration) in any Subject from any recognized university or graduation (10+2+3 years duration) in any Subject with Mathematics as one subject from any recognized university or BCA /BE from any recognized university with at least 50% marks in aggregate (45% in case of SC/ST and OBC Candidates) without any approximation in the Qualifying Examination. However, the Candidates appearing for the Qualifying Examination (Graduate Degree) will also be permitted to appear in the Admission Test, but their admission will be provisional subject to furnishing the degree of qualifying examination with the prescribed eligibility as per University rules.
