Pursuing full time program is always a better option as compared to distance education.
The advantage of full time program are:

- By pursuing full time program you may build your network which may be useful for your future career prospects.
So, if you are getting admission in full time program you may surely go for a full time program.

It would be highly advisable to complete 12th first as it is the basic requirement if one wish to pursue any advance course or apply for job in any sector in future. Your brother may complete his 12th from NIOS and then pursue graduation.
2)
To join bachelor's in pharmacy, one needs to pass 12th in Science (Physics, Chemistry, Biology) from a recognized board with minimum 50%.
3)
Below is the list of colleges offering Pharmacy course :
* SR Group of Institution, Uttar Pradesh
Affiliated to Gautam Budhha Technical University
* Padmashree Dr. D.Y. Patil College Of Pharmacy, Pune
