Hello,
The placements of NIT-Rourkela, mining department is really commendable in terms of placements and curriculum, where as on the other hand, VSSUT-Burla CSE is not extraordinary and promises just one mass recruiter and handful of IT companies. Still I would say if you have interest in CSE, then go for it because interest should be prioritized more than any other factor.

All that is needed to apply for MBA anywhere is you need to be a graduate atleast. So, distance education wouldn't be a problem. You will have to explain the reason for the gap in your studies. There's no harm in applying and trying.
