Both are good but in the case of infrastructure, placement and facility LPU is better than any other University. As per my experience, LPU is the best engineering college in India. Yes, Chandigarh University is good for B.Tech CSE but I must say it's not the best.
Doing B.Tech CSE from IITs, NITs, IIITs, DTU, Jadavpur University, etc. are the best.
You can take admission into this university if you don't have any other option. but Chandigarh University faculty is very supportive if you have any problem you can contact them any time.

CA is a professional degree certification. Chief Executive Officer (CEO) is a role . CEO can be a designation for a company of 5 employees or 5 lakh employees.

German Universities have a very nominal fee and students are allowed to work 4 hours a day maximum 20 hours a week. You will be able to earn sufficient to sponsor your living expenses. I am of the opinion that German Universities will be the best for you.

Sydenham-Mumbai accepts MAT score but cut-off and admission process for this year is not yet declared. The same is expected to be declared after CET test. Considering your marks in MAT, I would suggest you wait for the cut-off.
