12th marks are considered but if you score exceptionally well in your B tech, universities would not give much consideration to your class 12th marks but will focus on your btech marks.

A PG Diploma is offered by Insitutes which are not affiliated to any University. For example IIMs offer a PG diploma in Management, where as universities offer a MBA. For all practoical purposes a PG diploma of equivalent duration may be as good as Masters Degree in amy particular discipline of study.

Very few universities abroad provide free education. You may at best get some teaching assistantship or some rebate in tuition fee, if you have performed excellently in ur UG course in India.IITs and other NIts in India provide an economical option to do M. Tech in Various branches of engineering and technology.The admission to masters programme is through GATE.

After a diploma in any discipline of engineering you are eligible for a lateral entry in second year of Bachelor of engineering, B.Tech programme. You can also do Associated membership of Institute of engineers, which is treated as equivqlent to Graduation in engineering.
