Hi Bandaru,
First of all you need to decide on which country you want to target, when you say that you need to study abroad, as the cost of study would vary from country to country. Moreover, it would be difficult to get through medicinal programmes in foreign countries as you may need to have bachelor's degree equivalent to undergraduate degree abroad, and also need to appear for an entrance examination depending on the country you have targeted.

Hi Ashok,
Income Tax Officer exam has two ways to go about the procedure and these are:
1) Through Civil Service
2) SSC
In either of the ways, one needs to be a graduate degree holder from a recognized University and the age limit should be between 18 - 30 years (UPSC).
As for the dates to be applied, well the procedure is over for this year and in case you are looking forward to the next session, i would request you to wait till the notification will be released on both the websites and also in the print media.
