For immediate help, register yourself with various job portals like Naukri.com, Times Jobs, Monster, etc. and also constantly go through Employment News.
Also there are various parameters that define your candidature for jobs in companies such as education, soft skills, confidence, team spirit, etc.
Would advice you to keep applying and sit for interviews even if the company is not big. You have to start from somewhere so why not small.
Also work on traits like confidence, communication, personality development, current affairs, time management as these are very important to strive out in any organization with flying colors.

Direct admission to 3rd year is not possible. You need to enroll for 1st year or may be the university can allow you to sit for the papers in which you have backlogs.
It is advisable that you speak to the university official for right guidance.

However the basic requirement is a masters degree or an equivalent degree in the relevant discipline.
However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two research Publications for the Ph.D programs. Some also require work experience of a couple of years.
