You can get admission at any time of the year. Exams are held in May/June and Nov./Dec so plan according to that.
Well you can go for your classes at Delhi/Mumbai/Kolkata etc. but today these classes are also available on satellite at various cities. If you want good articleship then you can go to any big city.

there are many institute which are providing modeling specialist course and you can follow the link below to get through some of the centers but better would be to visit the institute and check the quality of the training they are providing and even the faculties who are training, then probably take the decision

Most departments and agencies prefer candidates who have taken some vocational training or who have at least some previous work experience.
You can go for Bank PO exams, a path to public sector banks or you can sit for Civil Services such as I.A.S or I.P.S.
Besides, Law is another lucrative option. Also you may try for a career in teaching.
