Being in the first year of law degree, I would suggest you to concentrate on your education as of now along with which you can begin with the self study preparation for the civil services.
As that you would know, general studies is one of the most important aspect of the entrance. For this purpose you can go through different sources of gathering information.
There are many good institutes offering coaching as well but this will come to your help at the time you are in the final year of your degree course.

UGC NET takes place twice a year - June/ December each year. However the exact dates are not out yet. The Notification for the exam in taking place in June shall soon be released in the leading newspapers and according to which you may start applying to the same.

Although, there is negative marking in the MAT Examination but no specific mark deduction is specified by AIMA on the basis of which we could calculate that how many questions we need to answer in order to get a good score per section.

With a background in Management discipline, seeking entry to the Software field will be quite a challenge and will have its own share of difficulty as well.
Software languages like C, C++, Java that you already are pursuing involves a lot of coding. It may take time for you to adjust to this field but with strong determination you will surely make it through.
As for getting jobs is concerned, There are many companies in India which require software developers but then any reputed company does look in to the degrees that one acquires and this should be related to the desired profile as well. But then you can grace your profil
