Hi Ashish, you can definitely work part time while you are doing PhD if you get time out of your research. To go for PhD, you should first identify in which topic you would like to do the research and then identify the universities that offer research in that field. Thereafter, you need to prepare your research proposal and send it to the university. The research proposal must include a summary of the proposal and then the proposal in detail. You need to write the topic, reason for doing research, how the research will be beneficial to the community and the university, what is the different thing you are doing that has nt been undertaken earlier. If the university accepts your proposal you will be asked to send in your documents after which you will get the offer letter. then meeting all the requirements you can being with the visa process. To approach a University you must contact the dean or the professor at the University and ask them if there is any research going on. Because its always not mentioned on the University's website whether the research in your field of interest is going on or not.

The recruitments on different bureaucratic positions are made through Civil service examination organized by UPSC.
There are two stages of Examination in civil services which you need to clear to get into civil services: Preliminary & Main.
Prelim: As the Prelim Exam pattern is changing now instead of subject Knowledge you have to focus more on areas like decision making skills, logical and analytical abilities and the knowledge in the services in which you want to pursue your career. Since the preliminary exam is an elimination round the candidate should also learn to focus only on the information needed and filter out the rest.
Mains: the preparation of Mains should start at least a year in advance. Just because you have to prepare for Essay, GS and the two optional you never get enough time (to prepare for all these) Further, it is on the basis of your performance in Mains, on which mainly depends the final outcome of your efforts. You should think about appearing in the Prelims only when you have had a strong grip over the Mains' subject matter.
