It would be better if you start your preparation for CAT and other exams by 3rd year of your B.tech. It will provide you time so that you can slowly develop your skills without hampering your graduation exams. Start giving CAT and XAT exams by 4th year or after the graduation is over. Having a Work experience is always a plus point for the MBA aspirants but you can also begin as a fresher.

Yes you can apply for the MBA in VIT University. The application is same for both vellore and chennai. You could check pose either of the campus, as VIT University provides best in-class facilities in both the campus.
The placement process is also common for both vellore and chennai campus, however the vellore campus has good infrastructure.

Well following universities or colleges are considered good for MA English in Kolkata, however I doubt your eligibility as most of the programs require BA in English as the eligibility criteria for MA in English course:

Knowing how to code is a great skill. Doesn't matter if you're in sales or engineering. Start with Python. It's very powerful plus it's a lot easier to learn than C.
It really depends on what you want to achieve. I know many CEs who never do any sort of programming. It definitely isn't part of your daily activities.
