Hello Iranna,
I understand and appreciate your interest in pursuing Aeronautical Engineering from RV College of Engineering, Bangalore. RV College of Engineering does have management quota seats. But, being the top rated college in Bangalore, the rates are much higher (approx. over 10 lakhs). The other way to secure admission in the college is by appearing for COMEDK entrance examination and securing a rank of less than 300.

No, you are not eligible for B.Tech 2nd year. The minimum qualification is diploma engineering. You should be at least diploma engineer to do B.Tech.
But, you are eligible for diploma engineering. You can get admission in the 2nd year of diploma engineering.
