In order to pursue MS in US you need to fulfill the below mentioned eligibility criteria:
Relevant undergraduate degree from recognized university, in 10+2+4 years of education pattern.
Good academic record throughout preferably 60%.
GRE score of 1200 plus and TOEFL score of 80-90 plus.
It is always advisable to take GRE and TOEFL at least a year in advance of your planned admission intake.As per your education UK would be the best study destination for you as universities in UK accepts 15 years of education for masters course.

To be eligible to sit for your IAS Examination, you need to have a graduation degree through a recognized University, so if you are planning to switch to B.Com through Correspondence choose the University which is recognized like IGNOU or Delhi University.

Criteria for Outside Maharastra State candidates at MHT CET: ----
The appearing candidate has to be an Indian National and should have passed the H. Sc (10+2 Std.) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemistry and Mathematics and secured minimum 50% marks i.e. 150 marks out of 300 marks in the subjects Physics, Chemistry and Mathematics added together.
AND
It is also essential on your part to secure non zero score in Physics, Chemistry and Mathematics for selection in MHT-CET.
