You either have to sit for UPSC Examination, or there is also the direct recruitment system where in the officers are selected by SSC and the qualification would vary from position to position. For further information check the links below:

See, LPU is good if u don't have any other choice and no money side constraint. One thing that i want to tell u is College reputation and Value is inversely proportional to the advertisement. I hope u understand the meaning.
But if u want because it is near ur home and all these conditions, i will better say come out from the comfort Zone now then later. And id regarding plcmnt, its reasonable atleat till the IT companies are on hiring spree. :) All the best

More than your 10th marks, your 12th results play a far important role in providing admissions for higher education.
For medicine it is important that you should have studied PCB in +2 level and with good percentage so to be eligible to at least write the various entrance exams. To become a doctor you need to know your area of interest i.e. either MBBS, BDS, BHMS, BAMS, BPT etc. and based on which your preparation should begin.
