As your aspired college is a high ranking college you have to definitely score a good percentile of marks i.e. above 96-98 percentile in NATA to be able to secure a seat in Thiagaraja College.

Hi you have definitely qualified in NATA 2019 exams, but the cut off for Jadavpur university is much higher and you would have less chances to secure admission there.

Colleges may accept it depending on your profile and their own admission policy. It is difficult to specify a name since the requirements vary. It is best you write to them and check out English language pathway programs for international students. Many colleges offer such programs to foreign students who do not meet the IELTS requirement.
